At first I thought mine was broken however I was treating it terribly! 

Cut the wrapper with the shaper that it accompanies (little circle snared onto the back of the charger stand). PUSH DOWN ON THE WINE OPENER WITH PRESSURE while squeezing the down bolt catch as you hold the jug also. When the wine opener feels somewhat free, that implies the stopper is out. Expel the wine opener to uncover the open jug. Press the upward bolt to discharge to plug.
